The story will take place during the two year timeskip while the Strawhat Crew is off training, but shortly after the war at Marineford. After that war the world began to change rapidly and the story opens up not long after Admiral Akainu defeated his fellow Admiral, Aokiji, for the position of Fleet Admiral after Sengoku stepped down from the position. A tremendous ceremony is taking place at the Marine Headquarters as a show of strength to announce to the world and introduce the new Fleet Admiral Sakazuki. It is here that Sakazuki makes his bold statements about a renewed focus in taking the offensive in the ongoing war with pirates and criminals. He states they will no longer stand by and let another incident at Marineford happen again and he mentions his plans to move the Marine Headquarters to the New World.
That is where the story will start. As a player in the RP your opening post will be about your character reacting to this news somewhere in the first part of the Grand Line and reflecting on what happened in the war at Marineford. If you are a marine then you might be at the ceremony taking place seeing this happen in person, or if you are a pirate, or something else, you might be listening or watching the ceremony on a Den Den Mushi or are reading about it in a newspaper shortly after it concluded. It is from here that the players will look to get to the New World from the first part of the Grand Line to be part of these changes themselves.
Your Character: In the RP you will create a character that can be a pirate leading their own crew, a pirate part of another pirate's crew, a bounty hunter, part of the Marines, part of the World Government, or anything really as long as it is within reason and makes sense, but at the start of the RP your character needs to be in the first part of the Grand Line and have some type of goal they want to achieve. Like becoming Pirate King, defeating someone, accomplish something specific, serve under someone because you respect them, become the best marine you can be, wanting to just cause havoc and make a name for yourself, and so on. This will help with creating an idea for where to take the story. Players can even be part of the same crew, or something similar, with other players if they want.
Using Existing Characters, Having Crews and NPCs: Players can only have one character they can use as their point of view character and get into combat with. So all of your posts in the RP will be from the point of view of this character. However, it is natural to create other characters for your own character to interact with, or have them interact with other existing characters. So this is allowed. A few examples of this would be:
Creating a pirate character and have them be captain of a crew. Here you can create as many other crew members you feel is appropriate and give them as much detail you want. They can just have a name and a brief description to full back stories. You can't control them like you would your POV character and use them in combat directly, but you are free to use them for your story.
Or another example is if you decided to wanted to be part of the Whitebeard Pirates. It would be natural to interact with other members of the WB Pirates, like Marco, but you can't directly use these characters like how you would use your own. So the interactions would have to be within reason and make sense in the established One Piece world. So this also applies to other groups, like the Marines, World Government, other Pirate Crews, and so on.
Devil Fruits, Haki & Abilities: A player can use any devil fruit that another character doesn't already have, from a Paramecia to a Mythical Zoan, or they can choose to not have one. Oh course if it is a devil fruit that doesn't make sense then it won't be allowed. What you decide to be and what kind of abilities you want to use, from haki to powerful weapon techniques, will be determined by the Skills you use to build your character. You have a limited number of skills points to start off with, but still enough to create a very strong character at the start of the RP. Skills are further detailed in the Combat section.
Note: I'm going to see how rolling a D20 for combat will work. If it proves to be too much of a hassle I might do away with it in favor of a more free form system. However, the Skills and how they work will remain the same as far as gaining new skill levels.
Combat: All combat and fighting revolves around rolling a D20 dice. So depending on what you roll it will help explain the outcome of the fight that you can describe in your post. So there are no limited amount of abilities to keep track of and your character can have as many, or as few, abilities as you want and feel is needed in order to make your posts interesting. Every character a player creates starts with 25 health that they will have to manage and keep track of themselves. How much health you have also describes the state of your character. So the more health you have the better you feel, but the less you have the more tired and beaten up you are. Once they lose all 25 health they are knocked out and can't fight anymore.
There are five different tiers of combat. Very Easy, Easy, Medium, Hard, and Very Hard. I as the GM will assign the appropriate level for the fight a player's character is in. Deciding on what skills you get (described later in the post) you can make dice rolling easier for your character.
Very Easy - Is an action the player will need to roll above a 5 or higher to win.
Easy - Is an action the player will need to roll above a 10 or higher to win.
Medium - Is an action the player will need to roll a 20 or higher to win.
Hard - Is an action the player will need to roll a 25 or higher to win.
Very Hard - Is an action the player will need to roll a 30 or higher to win.
Note: There might be some situations that the player won't be able to win regardless of what they roll because I as the GM don't think it would make sense they could win or the story demands that they run or lose. However, I'll tell the player(s) before any of this of course.
Winning/Losing Rolls: To "win" a fight you need to get 1 successful hit against a Very Easy opponent, you need 3 successful hits against a Easy opponent, you need 10 successful hits against a Medium opponent, and you need 12 successful hits against a Hard and you need 15 successful hits against a Very Hard opponent. A hit is every time you roll at or above the number you need. However, every time you roll under what you need you lose 1 health.
Regaining Health: This very subjective. Small things like resting for around 30 mins while fighting is going on, eating a nice meal, getting some minor doctor treatment and so on will restore 5 health points to the player's character. Resting for a few hours or getting more advanced doctor treatment will restore 10 health points, and resting for a full day while also getting some doctor treatment will restore a character to full health.
Escape Roll: If you find yourself in a fight you don't think you can win, or are having bad luck in a fight you thought you could win, you need to do an escape roll so you don't lose all your health. To do an escape on your next roll instead of rolling trying to hit your opponent you are rolling to try and escape. To do a successful escape you need to roll above a 10 on a D20. So you have a 50% chance to escape basically. If you lose on an escape roll you will take 1 damage and you can try another escape roll on your next roll unless you are out of health.
Player vs Player Combat: PvP fights can only happen if both players agree to the fight. In this situation if two, or more, players want to fight each other then to keep things fair I will roll for them instead of having them roll for themselves like they do in normal NPC fights. Fights between players can go on as long as the players want until one player's health reaches zero, unless they both want to stop the fight, or if one of them wants to do an escape roll. If they successfully escape the fight is over. You also can't kill another player's character unless that player wants you to for some reason.
How Skills Work: Skills are an important part of the RP and is basically the progression system and details what your player is capable of in the RP not only in fights but also outside of them. The Skills are mainly there to be used as a guide for the player to let them know what they can and can't do in RP such as, how well they can use a certain type of weapon they, how well can they use their devil fruit power or haki, how skilled a doctor they are, and even how fast or strong they are. Though it is important to remember that you skills need to make sense. Like if you have the top level martial arts skill but don't have the speed to use Soru then obviously you can't use Soru.
There are 3 Levels to each skill that shows how proficient you have become in that one area. Each Level will give you some sort of bonus for your player. Such as a bonus to rolls, being able to erase certain rolls, or even getting more health back when you rest.
Each player can start with 12 skill points that they can put where they want to build their character. You can gain new skill points over the course of the RP to make your character stronger. After each "arc" the player will get one or two points to use how they want.
Strength: This details how strong and powerful someone is. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.
-Level 1: Can lift and carry around 1 ton.
-Level 2: Can lift and carry around 50 tons.
-Level 3: Can lift and carry upwards of 5000 tons or more.
Speed: Describes how quick and agile someone is. At Level 1 you can erase one D20 roll. At Level 2 you can erase two D20 rolls. At Level 3 you can erase three D20 rolls.
-Level 1: Is very athletic. Think of someone of Zoro's level at the start of the series.
-Level 2: Can move at speeds where normal people have trouble following you. So around the level of an average Soru user.
-Level 3: Can move at incredibly fast speeds. Around the level of an advanced Soru user of Lucci's level or Luffy using Soru + Gear 2.
Knowledge: How much you know about the One Piece world and its inner workings. This is included to prevent the players from being all-knowing. The higher level you are the more info the GM will share with you about the story, which you can keep to yourself or share.
-Level 1: Knows more than the average person. So think of someone of Nami's level.
-Level 2: Is very knowledgeable about the world of One Piece and it's processes. Such as things like CP9 and other related things.
-Level 3: Extremely smart and have a wealth of world experience and knowledge that grants you a great understanding of the One Piece world and its secrets, such as things on the level of the Void Century. So someone of Robin's level.
Resilience: How much damage you can take and still keep on fighting. At Level 1 you can erase one D20 roll. At Level 2 you can erase two D20 rolls. At Level 3 you can erase three D20 rolls.
-Level 1: Can take a moderate amount of damage.
-Level 2: Can take a lot of damage.
-Level 3: Can take a ton of damage.
Endurance: How much health you have.
-Level 1: Max health is increased by 1.
-Level 2: Max health is increased by 3.
-Level 3: Max health is increased by 5.
Martial Arts Skill: Describes how skilled someone is in hand-to-hand fighting. All types of martial arts are included here like Rokushiki or Fishman Karate. Because Rokushiki is very detailed it is a good base to judge your skills in your own particular martial art. Though keep in mind that if your want to use a technique like Soru you need to have the Speed (Level 2) to be able to perform it. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.
-Level 1: Is a fairly proficient hand-to-hand fighter but doesn't have a lot of training in techniques and relies more on instinct. So someone like Luffy before the timeskip. Can use 1 Rokushiki technique if they want or something similar in their own martial arts style.
-Level 2: Very skilled hand-hand-to-hand fighter that has been officially trained in some type of art. Can use up to 3 Rokushiki techniques if they want or something similar in their own martial arts style.
-Level 3: Martial Arts master and can use all the Rokushiki techniques if they want or something similar in their own martial arts style.
Short Range Weapons Skill: Describes how skilled you are with a weapon. Includes all types of short range weapons, like swords, axes, and spears. It is important to say what type of weapon you use and how you use it as well. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.
-Level 1: Fairly proficient in short range weapons but doesn't know any advanced skills. So someone of Brook's level.
-Level 2: Very skilled. Can cut through wood and use stronger attacks and use attacks like 108 Pound Canon. So where Zoro was right before the timeskip.
-Level 3: Even more skilled. Can cut through steel and use techniques on the level of Zoro's 1080 Pound Canon or greater.
Long Range Weapons Skill: Describes how skilled you are with a weapon. Includes all types of long range weapons, like guns, bows, and slingshots. It is important to say what type of weapon you use and how you use it as well. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.
-Level 1: Can shoot someone accurately from about 1000 feet.
-Level 2: Can shoot someone accurately from about 5 miles.
-Level 3: Can shoot someone accurately from upwards of 10 miles.
CoA: Describes how skilled you are at this type of haki. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.
-Level 1: Allows you to have a very basic understanding of CoA and can use it to coat your hands, feet or an edge of a weapon with haki and can preform basic attacks with it like simple punches or cuts.
-Level 2: Able to cover entire segments of your body, like a whole arm or a whole leg, and use it while using advance techniques like Gear 2, Gear 3, 108 Pound Cannon and so on. So about on the level of a Zoro, Luffy, or Sanji post timeskip.
-Level 3: Able to cover your entire body or individual parts and are a master at it. So someone of Vergo's level or greater.
CoO: Describes how skilled you are at this type of haki. At Level 1 you can erase one D20 roll. At Level 2 you can erase two D20 rolls. At Level 3 you can erase three D20 rolls.
-Level 1: Basic understanding of it and covers a range of around 500 feet.
-Level 2: More advanced understanding of it and covers a range of around a few miles.
-Level 3: Very skilled and can cover a range of about the size of a city or small island.
CoC: Describes how skilled you are at this type of haki.
-Level 1: Can impact small animals or an individually weak willed person.
-Level 2: Can impact larger animals and weak willed people in small groups of about a dozen.
-Level 3: Can impact larger animals and weak willed people in larger groups.
Zoan Devil Fruit Skill: Describes how well you can use your devil fruit. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.
-Level 1: Can transform into the animal and gain any benefits that animal gives you.
-Level 2: Can transform into the animal and a hybrid form of your animal.
-Level 3: Can transform parts of your body into individual parts of the animal.
Logia Devil Fruit Skill: Describes how well you can use your devil fruit. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.
-Level 1: Can turn into your Logia element.
-Level 2: Can emit your Logia element in limited capacity to do small scale direct attacks or AOE attacks, like Ace's Fire Fits or Fire Gun techniques.
-Level 3: Can emit you Logia element in large capacity and do incredibly large scale attacks, like Ace's Entei or Kuzan's Ice Age.
Paramecia Devil Fruit Skill: Because Paramecia fruits can vary so much in their own specific abilities you will have to craft your own three levels for the fruit. Still has the same benefits of the other fruits. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.

Mythical Zoan Devil Fruit Skill: Describes how well you can use your devil fruit. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.
-Level 1: Can transform into the basic mythical version of your fruit and gain any benefits that version gives you.
-Level 2: Can transform into the basic mythical version of your fruit and also a hybrid form. You gain any benefits that version gives you and can use the mythical properties of of your fruit and turn it into basic attacks. Like simple projectiles, slashes or small area of effect attacks similar to a Level 2 Logia.
-Level 3: Can transform parts of your body into individual parts of your mythical fruit and use your fruit's power to create incredibly devastating attacks that can impact a large area similar to a Level 3 Logia.
Leadership: Basically describes how well you are at commanding people and how many people you can command. Important skill if you want to have a large crew or lead a lot of Marines.
-Level 1: Can lead a small group of people fairly well. So about the size of Luffy's crew.
-Level 2: Can lead a medium sized group of people fairly well. So about the size of a few ships or a small marine division.
-Level 3: Can lead a large group of people fairly well. So someone commanding several fleets of ships or divisions.
Cooking: Describes how skilled of a cook you are. From being able to make simple dishes that can heal people faster to creating dishes that can alter a person's skills temporally. Level 1 add +1 health to any food you eat or give others. Level 2 add +3 health to any food you eat or give others. Level 3 add +5 health to any food you eat or give others.
-Level 1: Is able to cook meals to heal others or yourself quicker than normal.
-Level 2: Very skilled cook and is able to create dishes to help others or yourself heal very fast.
-Level 3: Extremely skilled in cooking. They can create dishes that can manipulate your own or others physical abilities such as speed, strength or even haki for short periods of time. Any skill or effect changes last around 3 turns (so 3 posts) and that particular dish can only be used two times a day.
Medicine: Basically details how skilled of a doctor you are. From being able to preform medical treatment that heals people faster to being able to create medicine that can alter a person's skills. Level 1 add +1 health any time you heal yourself or someone else. Level 2 add +3 health any time you heal yourself or someone else. Level 3 add +5 health any time you heal yourself or someone else.
-Level 1: Has some knowledge in medicine and can heal others or yourself a bit faster.
-Level 2: Very skilled doctor and is able to heal others or yourself very fast when you use your medical knowledge.
-Level 3: Extremely skilled doctor. They can manipulate their own or others physical abilities such as speed, strength or even haki by creating unique medicines. So someone like Chopper. Any skill or effect changes last around 3 turns (so 3 posts) and that particular medicine can only be used two times a day.
Music: Basically describes how skilled you are with a musical instrument or your singing voice. Can preform powerful offensive attacks, slight buffs or certain status effects for your character, or other characters, such as confusing characters, putting them to sleep, changing their emotions or even hypnotizing them. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.
-Level 1: Has a range of about 50 feet and any effect lasts 1 turn or 1 post.
-Level 2: Has a range of about 250 feet and any effect lasts 2 turns or 2 post.
-Level 3: Has a range of about 1000 feet and any effect lasts 3 turns or 3 post.
Note: With Cooking and Medicine you can only increase a skill by 1 level if you are Level 3 in either of them. So for example if you have a dish/medicine that can cause someone, or a group of people, to become faster they can only jump from a Level 2 Speed to a Level 3 Speed and not from a Level 1 Speed to a Level 3 Speed. Also you can only use that particular dish/medicine twice a day to keep it from being too over powered. With Music you can't cause other characters to jump in skill levels.
Science & Engineering: Describes how talented someone is in building, repairing, shipwrighting, chemistry, biology and so on where they can create simple creations to aid them in combat to creating Pacifista-like creations and genetically modifying people or devil fruits. Level 1 add +1 to all rolls. Level 2 add +2 to all rolls. Level 3 add +3 to all rolls.
-Level 1: Can create simple creations that can be used for a variety of purposes. Think of someone about Usopp's level.
-Level 2: Can create more advanced creations. They have the capabilities to augment parts of themselves into a basic cyborg made of steel or create more advanced weapons. So someone of Franky's level pre-timeskip.
-Level 3: Can create incredibly advanced machines and equipment that can be used as weapons on the level of a Pacifista, can augment their whole bodies into a cyborg, or genetically modify their own body or devil fruits for new purposes. So someone of Franky's level post timeskip or of Caesar's level.

Since Luffy was fighting a Medium level opponent he needed to roll at least a 20 to get a hit, but Luffy had four skills (Strength, Paramecia Devil Fruit Skill, CoA, Martial Arts) that gave him a +7 on all rolls. So the lowest he could roll was a 13 to still get a hit on a Medium opponent. He also had two skills (Speed and Resilience) that let him erase five dice rolls. So he could take away five hits that Luffy received.
So to get 10 hits on the Medium Level opponent shown in bold it took 15 rolls. However, instead of taking 5 damage he didn't take any since he can erase 5 rolls of the roll per fight. So his health is still at 25. Then in the post in the RP you would describe how the fight went detailing what moves you used, how you got hit, and so on. You can be as detailed as you want.
Now lets say Luffy was fighting a Hard level opponent. To get a "hit" on a Hard Level the lowest he could roll was a 18 to get the 25 he needs. The successful hits are underlined. It is clear that even at 25 health Luffy won't get the 12 hits he needs before losing all his health even with the bonuses to his rolls and being able to erase some of them. So he would need to do an escape roll. So in your post you would describe how you lost the fight and had to run.

Additional Strengths & Weaknesses: I'm not requiring that you need to include both, but this is where you list any additional strengths or weakness you want your character to have to help you better describe them. Strengths include things like being immune to certain things or getting an extra benefit because of a DF, like being immune to cold, heat, electricity, or even having a the ability to fly. Things like being a fishman and being able to breath and move faster under water would be included as well, or even being very ruthless that allows you to intimidate people. Weaknesses would sort of be the opposite of that. So having a DF curse, being weak to heat, cold, electricity, or even certain character traits can be a weakness. Like having poor navigation skills, not being that intelligent, being greedy and becoming distracted when money is involved, or even being scared of certain dangerous situations.
