In the year 20XX, a Rift connecting Earth and Realm X opened in the middle of the Pacific Ocean. It remained open for 41 hours and 36 minutes. In this time, organisms came through this Rift and changed humanity's understanding of the universe forever. They were decidedly not alone.
Unfortunately, humanity did not have time to ponder the implications of life outside of Earth. On the sixth hour hundreds of thousands of stone gargoyles flew out of the Rift. Armed with stone weaponry that could be only powered by something akin to magic, they wreaked havoc on coastal cities and islands. It was then that the existence of the superpowered was revealed to planet Earth. Heroes in the same vein as the one shown in comic books and movies moved to defend Earth alongside the global military. For thirty-five hours they fought to protect those too weak protect themselves.
When the dust settled people began asking questions. Who were the superpowered? How have they escaped notice all this time? What else existed that they did not know about? For years, people have been dismissing the supernatural as the delusions of the insane. Now, there was irrefutable proof.
The United Nations held a press conference six months later revealing that the superpowered have been living alongside humans for thousands of years. In fact, those people considered geniuses in their field could be considered as having superpowers -- it was not limited to showy supernatural abilities. In addition, they revealed that Rifts have also been occurring since the beginning of human history. There were records of them occurring in nearly every civilization. There were even some cave paintings. While the validity of most of these records were up for dispute, there was no doubting the existence of the rifts.
Furthermore, the United Nations revealed that they have been doing experiments and making allies with the organisms beyond some of these Rifts. It was through these interactions that they developed better technology for the military to use in the event of an invasion. In addition, they also used the alien technology to detect, monitor, and enlist the superpowered as military assets. Not every superpowered was fit for combat and they stressed that they did not force anyone to join. It was all voluntary.
Lastly, they announced the start of Project Olympus. Given the latest invasion and the subsequent fear-driven scientific breakthroughs, the United Nations were able to release a multi-purpose chemical, Chemical Six, into the atmosphere. The first purpose was to detect emerging Rifts before they occur. Chemical Six would react by releasing high-frequency waves in an area where a Rift was likely to appear. Secondly, it would fill the hole in the ozone layer. Lastly, if used with a United Nations sanctioned drug, Olympian, people could amplify their existing (or dormant) superpowers. Naturally, those who take Olympian would be registered and monitored by the United Nations for security.
It is now 41 years since Project Olympus.
The world of Insiders bears many similarities to our current Earth. For the most part, country borders remain the same, economic and technological development remain the same, and cultures have been preserved. On the surface and to many citizens, the major difference is the change in technology. While most military-relevant technology has not been disclosed to the public, the improvements have trickled down to mobile devices, medical, and other aspects of quality of life.
Moreover, most citizens did not display superpowers strong enough to change their lives. It was more common to see people who could float a few meters off the ground or power a cellphone charger than it was to see those strong enough to bring down a massive gorilla. As a result, those who were strong enough usually enlisted in groups colloquially referred to as Shells.
The term “Shell” was coined by a reporter who used it in reference to the massive amount of shell corporations that often existed to protect the identity of these (sometimes secret) groups. Other than a shared term shells did not have much in common with each other. There were many scattered across the globe and they all had different reasons for existing, different methods of operations, and different levels of secrecy.
For example, there were a few globally known shells like Hero Corps. and Drug Dealers Anonymous. These two were constantly in opposition as one dealt with the loaning out of heroes for a price, and the other loaned out killers for a price and dealt drugs. Many members of these shells were known by their aliases and they would often claim responsibility for their actions. Fame was their business and citizens lived in awe of them.
Conversely, there were also smaller shells whose influence did not extend past their country. The Indian shell, The Aestheticians, and Switzerland-based Blackbird. were examples of these types of shells. Members of these organizations were known by those in the industry, but the public was significantly less familiar. Fame was also conducive to these organizations goals and they strove to increase their influence.
In addition to the public-facing shells, there were also shells that were almost only rumoured. Sparrow and Shadow are an example of both these shells. Knowledge of the former comes from people claiming to be helped by them. Knowledge of the latter was only through word of mouth. Only the most in-the-know knew anything about these types of shells. The public had no idea beyond weird conspiracy theories.
Lastly, there were the small, almost insignificant, shells. These are the newly formed shells who have yet to make a mark on the world. People may know of them, but they are small enough that they are not household names. These shells are relevant only to the people who need them.
Obviously, not everyone has declared allegiance to a shell. Freelance superpowered are not uncommon and there are some superpowered who choose to live a normal life instead.
Outside of shells the major difference between our Earth and the one in Insiders is the existence of Rifts. Rifts are openings in space-time that connect different planets across the universe(s). These Rifts can be open from anywhere from an hour to a month depending on size (the larger a Rift the shorter the lifespan). One of the jobs of the government-allied superpowered is to explore and contain these Rifts. These Rifts are also open to entry by the general public as long as the person accepts that they may die.
On the topic of death, medical advancements have made it possible to revive anyone as long as their brain is intact. They use a material called Ectoplasm to repair ones bodily functions through regeneration. Ectoplasm is harvested in certain Realms and is a significantly scarce resource. The cost of revival can be upwards of $10 M. As a result, it is only available to the significantly wealthy.
Simply having the option to be revived developed a courtesy in fights between superpowered. Both fighters would try their best to avoid crushing the other's brain. After all, fights between Shells were not necessarily personal. Those who permanently kill without good reason would be shunned and hunted by the community.

“I promised, remember? I said I would save you even if it meant fighting the entire world.” “Yes…you did.”
Othinus narrowed her eye as the boy held her in his arms. She looked happy. She looked truly happy.
“But you don’t have to worry. I was already saved from the moment you said that to me.”

Is a man not entitled to the sweat of his brow?
'No!' says the man in Washington, 'It belongs to the poor.'
'No!' says the man in the Vatican, 'It belongs to God.'
'No!' says the man in Moscow, 'It belongs to everyone.'
