Frieza's never been showed to come back from being reduced to a pair of legs either, not sure what made you think that. Their's a reason why he had a Cyborg body after he was reduced to one arm and no legs and half a brain.

His Supercomputer helpt incubate Cell and sustain his lifeforce, his Supercomputer has nothing to do with the bug that went around collecting DNA, they are two completely different machines with different purposes. The Supercomputer never gathered DNA.

If you're really curious I'm 150% sure if you ask about it on the Dragonball Super thread someone will provide you with the necessary scans/links to show otherwise in favor or not. I'm 2 lazy to find them atm.

I wasn't saying Frieza could survive that (tbh Cell shoudln't really), only that Frieza's property of surviving ridiculous damage (man was missing half a brain for an unspecified amount of time) likely helped in that instance. Piccolo can get killed or mortally wounded by destroying a major organ. His body was outwardly intact when he was killed by Nappa. Where as Freeza needs to butchered or blown up. What makes cell special is that he can withstand Frieza levels of damage (plus more, he only needs his core to survive) and also recover from it using next-level Namekian regeneration.

Haha, to be fair, most OP villains are scumbags. Then again, the heroes all advocate piracy. I honestly can't remember more than 3 Naruto chapters back. My brain can only get so offended.
